One of the goals of all the branches of the Canadian Legion is to come to the assistance of veterans. After this mission comes that of "erecting and maintaining monuments to their bravery and sacrifices" (General Constitution of the Royal Canadian Legion, Aims and objects, f). In their attempt to meet this objective, the Hull branch of the Canadian Legion formed a standing cenotaph committee in 1939. The committee encountered various obstacles and plans for a cenotaph were continually postponed until the 1960s when the Legion purchased a property with views of erecting the long-awaited cenotaph there.

During this time, the legionnaires had to make do with a knock-down plywood monument that was assembled each November 11. Another portable monument was used starting in the 1960s which was borrowed from the Royal Canadian Air Force at Uplands air base. The cenotaph committee was still planning but the process did not accelerate until the late 1980s. Now the legionnaires had an ideal opportunity to see the project completed. The branch was celebrating the 60th anniversary of its founding in 1991. They were unable to meet this date, however, and the monument was finally unveiled on November 11, 1992, nearly 55 years after the planning began.
