In 1977, Mr. Laureat Drapeau, who was Mayor of Balmoral and also a Second World War Veteran, in order to honour the town's veterans, applied for and recieved a grant from the Federal Government to erect a Cenotaph.

Balmoral was founded by Scottish immigrants who arrived in 1820 and named their new colony Balmoral in honour of the Balmoral Castle in Scotland. Due to a harsh winter which they were not used to, around 1845 they decided to move to other parts of the country, and the colony was resettled by Acadians (French) in 1850.
