In the Spring of 1992, the Royal Commission on Education presented Government with a document containing wide-ranging recommendations for change to the education system in the province of Newfoundland and Labrador. In November of that same year, Government announced that it was in substantial agreement with the recommendations of the Commission and directed the Department of Education and Training to begin preparation for full scale implementation.

To assist with the implementation of the Commission, a small secretariat has been established within the Department. In addition to its implementation responsibilities the secretariat coordinates the activities of a number of broadly based working groups and steering committes. The Secretariat is headed by Dr. Robert Crocker who has been seconded by Government from the Faculty of Education at Memorial University of Newfoundland. Dr. Crocker has assembled a six member team, drawing on the resources of the education system and the Department, to assist him with implementation of the 212 recommendations of the Royal Commission. Originally given a two-year mandate commencing June, 1993, the Secretariat has been extended for an additional one-year term concluding June, 1996.



It is the view of the Secretariat that it is important to keep educators and the general public informed of the changes occuring in the education system. In order to further improve the dissemination of information, the Secretariat has utilized the resources of the STEM~NET through Memorial University to provide current information on an international platform. This forum will also allow educators to become involved with the implementation process. Provisions have been made to allow viewers the opportunity to observe the activities of the Secretariat and to provide input accordingly.

The information available through this Web site includes a detailed synopsis of the implementation activities, a listing of background documents and Secretariat reports which are available online, and information on the various working groups and steering committees who are involved with the implementation process.
